Grant Writing Program

Many Northeast Oregon communities face challenges accessing federal, state, and foundation funding needed for vital infrastructure projects. Limited staff capacity and grant-writing expertise can make it difficult to secure resources for water, sewer, housing, transportation, community facilities and recreation improvements. 

To bridge this gap, NEOEDD offers a comprehensive Grant Writing Program. Our experienced staff and contracted grant writers partner with your community to provide a full suite of services, including: 

  • Project Development: Identify and develop viable priority infrastructure projects 
  • Grant Prospecting: Match projects to optimal funding opportunities 
  • Grant Writing: Prepare and submit competitive grant applications 
  • Grant Administration: Manage awarded grants and ensure compliance 
  • Project Delivery: Support the implementation and success of your projects

Technical Assistance

NEOEDD provides technical assistance services for nonprofits and local governments to help organizations improve and grow.  Sometimes NEOEDD has funding to provide free technical assistance services. Other times, organizations contract with NEOEDD to purchase technical assistance.

For nonprofits, this can include help for you to complete strategic planning, board development, or feasibility studies.  Municipalities can request assistance for NEOEDD to administer Community Development Block Grants, provide certified payroll and procurement services; facilitate meetings and strategic planning; and collect public input and research project feasibility.  Let us know what you are looking for here, and we’ll follow up with you to learn more.

We are always happy to provide free referrals to other resources and consultants to help you find what you need.

Workshops

We offer periodic workshops and networking opportunities. Examples include nonprofit management, grant writing, equity building, and other topics as requested. Workshops can be in-person or virtual. We can also collaborate with your organization to help bring additional training and networking opportunities to our region.

Project Submission Form: Baker, Union, and Wallowa Counties

Please use this form to submit projects for potential inclusion in the Northeast Oregon Economic Development District’s Comprehensive Economic Development Strategy (CEDS). Once projects are included, you can use the CEDS to demonstrate that your project has been listed in a regional plan. Projects should have a positive impact on economic or community development.

To be included in the CEDS, projects must have a public or non-profit sponsor. Private projects should not be submitted and will not be included in the CEDS.

You may submit multiple projects by returning to this page. The space for providing answers will expand. 

The NEOEDD board will consider new project additions at their quarterly meetings.
